About The Northeast Ohio City Council Association, Inc. (NOCCA)

Realizing the need for a unified voice, the Northeast Ohio City Council Association (NOCCA), formerly Greater Cleveland Suburban Council Association (GCSCA), was formed in 1989 as a voluntary membership organization dedicated to the preservation of the values and integrity of local government and democracy.

In its efforts to aid local Councils in improving their skills and increasing their knowledge base, the Association provides the following opportunities for its members:

• facilitate communication among communities
• develop solutions to common problems and concerns
• exchange ideas and information
• enhance professional skills by providing scholarships for training
• publish a quarterly newsletter
• offer quarterly forums regarding subjects relevant to effective
and responsive government

Throughout its history, NOCCA has provided programs and speakers who cover topics relevant in all communities. Programs have included: “Cleveland Water–Regionalism That Works!”; “The Cleveland-Cuyahoga County Port Authority–A Regional Economic Engine”; “2007 Regional Air Service Summit”; “Sustainability–Best Practices for Municipalities”; “New Year, New Mayor, New Message: Regional Vision and Our Place In It”; “Strengthening Communities Through Arts & Culture”; “Public Utilities–How Are They Regulated?”; “The Effects of Big Box Retail On Your Community”; and “ODOT/I-77 Innerbelt Study”.

The organization continues to grow with its ongoing leadership and dedicated board members. The membership today is more than 250 members representing 39 cities across Northeast Ohio.
